Which cooler will fully cover the capabilities of the Intel i7 10700F. Interested in the optimal price / quality for this processor.

Will the be quiet! DARK ROCK 4 or still buy be quiet! DARK ROCK 4 PRO?

Proceed from the principle that you need not only to cope, but to have a margin for temperature. Firstly, a "cold" processor will live longer, and secondly, it will work faster. The maximum heat removal from the cooler occurs at the maximum allowable temperature of the processor, which is not ice.
In the 10th generation, the instantaneous power can exceed the passport rating very significantly, so feel free to multiply by 2 for state employees, and at least 1.3 for top ones.
Heatpipes may vary, but it's best to count them as 40 watts per piece (and 1 piece is 2 "horns" of a U-tube).
Fan power - 4-pin required.
