Which command(s) should be used to open a third-party file (.exe) through the Lazarus programming environment?

There is some exe file(' c:\programfiles\f1.exe '). How to open it through Lazarus? It is possible only for Windows (if necessary). Write only commands with parameters.

in general, no way, because IDEs are not designed to open exe. disassemblers like IDA Pro Disassembler are needed to open the exe.
