Which CMS to use for project management?

I would like to find a normal solution for organization, control, project management. What I would like to be able to create accounts for employees, access rights for individual employees, set goals / tasks, monitor progress, private messages, group chat, reports, etc. ... it would also be desirable that through 1 system it would be possible manage multiple sites. I found some kind of free framework on php webasyst , there are free modules for it, but you need to buy good large modules (the price is around 5000 rubles). Can anyone advise what, or is it better to rent ready-made cloud solutions?
