Which CMS to choose for storing company regulations on WIN SERVER

In a large company, there is a certain page that contains regulations for drafting contracts, sample contracts, registers of counterparties and a small FAQ. Now it's all a static HTML file written by a local admin back in 2003. All this weighs on the masterhost, on a regular moon server.

I would recommend the wiki.
If you need absolutely budget, then mediawiki or dokuwiki or another to choose from.
If you need it convenient for an accountant, then look at Confluence.
