Which CMS to choose for a site without a database?

There is a small site with 10+ pages (main, services, contacts). I would like to transfer all this to cms, so that the client could easily edit the information. There are good CMS such as MONSTRA and GETSIMPLE, but they do not have a multi-level menu, but they need it. I'm not strong in PHP, so I can't add this solution.
Recommend similar CMS to be able to display a multi-level menu.
