What CMS to choose for a site on housing and communal services?

I want to make a website for the partnership of my house and give information about tariffs, meter readings for common houses and apartments, as well as private appeals of citizens, survey forms, contacts.
I myself am a simple user, I understand only html, css and I can only edit existing solutions, I don’t know how to program myself, I want to find a CMS that has all these functions and at the same time it was with a friendly admin interface.
Please tell me which CMS have these functions? Now there are a lot of them, I think WordPress will not work, after all, a blogging system, but I still don’t know about others.
Please advise what suits me.

In general, I chose Bolt 2 - which will be released soon, I liked its simplicity and super fast speed. All night I watched different CMS, tested on demos, but everywhere there are such giant constructors that when I saw Bolt, I immediately liked his idea. I hope I didn’t make a mistake with the choice, but it seems like the guys are working and there are extensions, just the ones I need.

Not one CMS "out of the box" does not have all the possible and impossible functionality. But I saw incredible projects on wordpress, joomla, that I didn’t even think about a blogging system. Look for plugins, extensions.
Of course, it is unlikely that you will get the result that you are counting on, otherwise I would personally be left without a job =)
But a completely working solution can be assembled on free CMS, and here it’s an amateur which one to choose so as not to breed a holivar.
