Which cms to choose for a site on html?

There is a site downloaded from a web archive, which is a set of html files, pictures, css, etc. Is there some kind of cms that can insert traffic counters into this site, edit the site, make bulk replacements for site files?

Jekyll. Only this is not a CMS, but a statics generator. It can be used as an intermediate option, it comes from the goal.

you can order a hosting site and test your site with different CMS.
There are many ready-to-run CMS's to choose from, via Instalaltron.
Wordpress, Joomla, Presta, Drupal. There are also store CMS templates if you need it.

In your case, you don't need a CMS, but a static site generator. I highly recommend 11ty . This is one of the most recent of these tools, its author is the very cool Zach Leatherman from Netlify.
