Why CMS for a one page website? You can simply edit the html via ftp or hang up git there and send it using nginx. Extremely fast and cheap.

Send him your CMS, with blackjack. Somewhere behind the htpasswd + htaccess form, with all the ensuing bb-code, he presses the “save” button and everything is put into a simple database table. And on index already twitches infa. And the customer will be more than satisfied.

I recommend CMS MODX Evolution It
will give you the opportunity to lay out everything beautifully for editing.
Another worth looking at CMS Monstra

And is it generally needed if the site is a one-pager?

If a customer without knowledge of html is responsible for filling the content (on a "business card site"?!), then either explain to him what tags and divs are, or install Joomla! as the most user-friendly. He will understand in 20 minutes, and I am sure he will constantly play with templates.

I don't know, I've been using LiveStreet for a long time. There are no complaints. She is slick and comfortable. I think it will suit you.
