I have basic knowledge of javascript, jquery, HTML&CSS.
There is a great desire to make a geo service with the possibility of joint bike rides around the city with the following functionality:
- User registration through a social network and confirmation via phone;
- setting the route on the map and the ability to search for similar routes by users;
- ratings and reviews by users;
- messages between users.
In this regard, I would like to hear your opinion on a suitable CMS or framework that would be optimally suited for the implementation of these tasks.
I must say right away that I considered the idea of ​​giving it to the development of professionals, but so far I’m not pulling on resources. I think I can do some of it myself.

I'm afraid to disappoint you, but JS, HTML, CSS will not be enough for you. You will hardly find a CMS for such functionality. Try Django or look for a project partner =)
