Which CMS or framework to choose?

I had a task to make a blog with lessons, but that's not a task, I don't know how to start doing it?
If CMS, then what to build on when choosing a CMS, from a blog or a store?
Either a framework, but I doubt that it will be necessary to use it, because it will be a bicycle.

If cms, then wordpress will do.
If a simple engine for articles is dokuwiki.
If you write yourself, then it's up to you.
From frameworks - Zend / Symfony will do
