According to your requirements (except for point 2), 1C-Bitrix (Business) is better suited ,
although it takes a long time to cut it, but:

You need a specific (non-standard, non-typical, individual, original) solution. For this decision, taking ready-made systems and sawing off the excess from them and implementing your own will be very expensive if you really want to do it with high quality.
