Which CMS engine to choose for a reference site?

I made a template in HTML, now the question arose about choosing a CMS. What engine would you recommend to choose for the implementation of a regular help site?
Required functionality - news, registration, uploading files (pictures, videos, archives, etc.), voting, article rating, additional fields in news/profiles, easy ability to add your own design (template).
I think there is such an ideal open source engine, you just need to find it =) Do not offer Drupal, WP, Joomla, DLE.

If you have your own design, the implementation of the template will have to be done in any case, no matter which engine is chosen. And the requirements that have been listed imply Joomla and the like unambiguously. Don't waste your time, grab Joomla or WP and start figuring it out.
