Address book as a local site?

I want to have a single phone book in the organization. It is clear that in addition to phones there should be many fields. Preferably in the form of a local site, or as an application, but with a single database.
Please suggest similar solutions.

Put a file with data in html format on the server. It is very easy to prepare such a file in Word or Excel, just save it with the html extension.
