Which closure option to use for indexing?

Option 1) add an appropriate entry to the robots.txt file;
Option 2) add a meta tag to the pages.
What is the main difference between options 1 and 2? Which option to use and in what cases?

If you need to close a whole section, robots.txt is better, suddenly the site editor's hands are crooked and the meta tag will disappear somewhere at once))
If you need to close one page for some reason, then you can use meta.
