Which bundle to choose for the speaker system?

I understand that such questions could already be, but my head is boiling from the redundancy of information.
The situation is this:
I decided to switch from microlabs + creative sat to a "more serious" system.
There is a room of 12 sq.m.
There is a budget of 15-20k with the possibility of buying more in the future.
The goal is to listen.
As I read, for such an area, short-range monitors would be better than a hi-fi system. It is possible to sit only at the table. The maximum distance I can move the speakers is ~1.5 meters.
While stopped at a bunch of monitors + DAC.

I want advice. To what extent the quality of these devices will correspond to the cost. What can be changed for the better with minimal cost? Is the DAC justified, or is it better to take a sound card for monitors of this level? If yes, which one?
Perhaps I'm wrong, and it would be better to take a passive ace?
There is also a question about Chinese DACs and amplifiers. Are there any worthy ones in the range up to $200-300? I'm also considering ordering on ebay.
