service is great , but there is one moment (legal) because of which you need to look for an alternative to this service. UPD: First of all, the banner designer is interesting, not the banner management system. Unfortunately, I did not find any constructor among the answers.

Try OpenX. Very "heavy", but very functional. From free.
Of the paid ones: adfox is the best, but expensive (although for whom "expensive" =)
