Which ATM is better to withdraw Payoneer in rubles?

I have just read a big topic on the Payoneer forum, but everyone is talking about dollar limits and withdrawing, apparently, in dollars (?).
In general, the question is: where can you now withdraw with conversion into rubles at a more or less favorable rate (for example, in savings and alpha, the difference in rates is always a couple of rubles in favor of alpha), with the largest limit?

practically nowhere, it seems to me that all banks have tightened the limits, if earlier it was possible to find an ATM where you could withdraw 20 thousand rubles at a time, then for the last two years I have not seen a limit above 10k rubles, and taking into account the exchange rate, this is even less than 200 dollars.

Do not forget to look at the dollar exchange rate in a particular bank on the day of withdrawal. When withdrawing money in some savings bank or VTB, you run the risk of "flying" by a few rubles from the dollar.
If it is not possible to withdraw from an ATM with large limits, then withdraw where the exchange rate is favorable.
Big conservative banks offer the most disadvantageous exchange rate. The best rates and small banks.

The bank that owns the ATM sends a withdrawal request in the currency in which it gives you money and nothing else. No matter what ATM you withdraw from, the withdrawal request to mastercard will go in rubles and will be converted there at a single rate. Misunderstandings with rates arise when your issuing bank makes the conversion on its own, and still does not depend on the ATM in any way. Payoneer delegates the conversion to the mastercard. In the mobile application for iOS, you can view the balance on your account in rubles at the current exchange rate.
