Skrill and payoneer - which is more profitable for small amounts?

1 Annual or monthly payment for account maintenance, if I order a plastic card;
2 The cost of ordering a plastic card;
3% for cash withdrawals from an ATM;
4% for a transfer to another plastic card (if possible);
5% for paying with a card for purchases in a store (it should be free, but it will be unpleasant to go to a store for a hundred rubles and pay twice as much due to commissions).
So far I’m leaning towards Skrill (the site is much clearer, on Payoneer I generally strayed in the wilds, I didn’t find anything, and the reviews by numbers look rosier, but they are from 2012, it is likely that everything has changed significantly).
