Which application to use for bookmark collaboration?

The amount of available knowledge is growing like an avalanche, and if you manage to extract bits of useful information from this knowledge in any form (articles, books, films, video instructions, etc.), by saving the link and assigning a tag to it (for example, in Firefox), so that it not lost, after half a year or a year, when it turns out to be needed, as luck would have it, it cannot be found (wrong, ambiguously assigned a tag, in the wrong folder, etc.). I would like to have a knowledge base that can be created jointly.
You can work with links semanticscuttle.sourceforge.net or Xmarks. The first one does not like the lack of the Russian language and integration into different browsers, as well as the fact that the latest version was released in 2013. In the second, I did not find tags, and again, problems with Russian.
And I would also like to write there what films and what is worth watching, what books to read, etc. and share it with your friends.
Do you have similar needs and how do you solve them? or partial needs for something like this, such as a link base.
