Which 3G to choose (roaming)?

I myself live in Chelyabinsk, but soon I will have to leave for a month in the city of Ulyanovsk. I want to buy myself a 3G modem to use it in roaming. Who used, can you advise which operator is better to choose?
I could not find information on roaming billing on the operators' websites, is the price going up? I'm only interested in unlimited.

Unlimited roaming tariff becomes very expensive tariff.
Buy a new modem with a monthly unlimited on the spot. Now almost all operators distribute modems (almost) for free.
Personally, I did so.
650 rubles modem and tariff, 2 megabits, 10 GB per month.

With a high probability, along with the SIM card, you will be offered to pick up the modem.
And about compatibility:
If the modem and SIM card are different operators, then the modem will refuse to work and will require you to enter an unlock code.
I just tried to insert a modem into the Moscow Megafon, the St. Petersburg Megafon SIM card, the modem worked fine. Most likely, the modem is tied only to the operator.

There is absolutely no roaming - CwSim , i.e. the card is connected to the local cellular operator.
This is how it works in Prague, for example, and at a price there X2 of the cost of local operators.
