Which 2D game development environment does not require a percentage of income to be deducted?

I am looking for a development environment for a simple 2D (tiled based game) game.
The main requirement is that it’s free and that you don’t have to give a percentage of earnings or buy a license & subscription in the future, as well as cross-platform Linux, Win, iOS, Android, OS X.
UPD: Does Cocos2d-x & LibGDX require deductions or purchase of a license (subscription ) ?

Unity3d is royalty-free, but if you make more than $100,000 per year, you'll need to buy an extension for iOS Pro and/or Android Pro, depending on the platform you're releasing the game on.
One license like $1.5k

there will be income if then think already, if under android, I would advise libgdx, because it is very convenient to work in android studio there
