Which 10" tablet with good 3G to choose?

Before the start of the summer season, the task arose to purchase a tablet for relatives so that they could communicate with them via Skype (and watch how cucumbers grow in the greenhouse :) The cottage is ~ 160 km from Moscow, only Beeline works acceptable among the Big Three operators.
The task conditions are:

• Screen from 9.7" IPS
  
• Resolution from 1024x768
  
• Speed ​​sufficient for video chat
  
• Front camera for Skype with decent quality
  
• Powerful 3G antenna or the ability to connect an amplifier
  
• Battery life is not critical
  
• The OS version is unimportant, but the techie inside is eager for something fresh :)

I arranged a test drive on the ground with an iPad 3, the results disappointed me: a more or less stable level of 3G signal was achieved only on the second floor. On the ground, despite the signal for 2-3 "sticks", even reading the Internet is very difficult. Beeline claims that in those places the coverage is impeccable (but, in any case, it is naive to expect operational improvements from them). Apparently, there is no point in watching devices with an apple. I'm not afraid of Chinese devices :)
Please advise me a tablet that meets the above requirements, or tell me in which direction to dig regarding signal amplification.

How about the Samsung SM-T530 Galaxy Tab 4 10.1 and the price is ideally included 14 990 =)
But they say that it sometimes turns itself off or the corpus creaks. But this was all in the previous version, so this may not be the case.
