Where to watch m3u8 stream online with the ability to reduce quality?

There is a link to record a stream from twitch like https://vod-secure.twitch.tv/record id /chunked/index-dvr.m3u8
VLC player plays it, but in original quality (1080p,60), which does not pull my laptop .
(Reducing the quality in the settings does nothing).
There is an option to watch from the phone in the same program, but everything is too small there.
Are there programs (for PC) or websites that allow you to watch streaming video with the ability to change the quality?

so copy the link to the stream with the desired quality, and then open it in vlc
