Where to tell and show about your program?
Guys, I write applications in php.
I would like to issue them as OpenSource and let other users use it.
Where can I talk about the application, I have three options so far:
1. Write a review on Habrahabr.
2. Write on reddit
3. In VK, similar groups.
While nothing else comes, tell me more options?
The application is already on GitHub!
The application is not ready yet, so I will not write about it yet.

I think that the strategy and places need to be selected from what is the purpose of all these gestures in principle! In other words, what does the author want to get: criticism of the work, fame (if not mega, though ...), traffic growth for its subsequent monetization, or just moral satisfaction.
And only on the basis of this, you can think and choose the right strategy to achieve the goal ... And so where not getting to shove it and spam everything in a row shouting "FREE SOFTWARE !!" counting in English. audience ... xs)) Probably not very correct.
1. Write a review on Habrahabr.habr will peck you there
The best option is on your personal blog.
Everything else is advertising.
Also, as a reliable option, you can create info pages on free resources / blogs / social networks leading to your blog (to the right article!) To get the maximum organic traffic (people who came from search engines).
And from there (from the publication) - a link to the git, etc.
Count initially on the English-speaking audience. To get started, make a description, documentation. Then decide what problem your application solves, look for English-speaking communities that can benefit from your application and simply throw a link to it in a chat or on a community forum. You can immediately find sponsors or partners who are ready to help you in development. Do not try to advertise in Russia, in Russian, this is a road to nowhere. God forbid, Russia is a hundredth part of the world programming community, most of which is located in the states and speaks English.
