Where to start in creating an online magazine?

Dear friends,
I want to create a new online magazine (news without politics). I had experience in working with similar projects (24index.ru is an experimental project), and now I want to professionally take on the project and recruit a team. I chose the domain WeeklyPost.ru - as a ref I take lookatme.ru.
Where would you start?

Determine who needs it. If the target audience is "everyone", then try to somehow determine the potential demand.
Alternatively, try to collect the semantic core for the query "news". Segment it and it will become clear what news people are looking for more often. How many of them can be classified as "without politics". I'm afraid that in addition to politics, there will be only three popular topics: crime, finance, relationships.
Make a "criminal news aggregator" - there will definitely be traffic :-)

If you don’t know what to do with your idea, then it’s better not to start, otherwise there will be another “wonderful news portal”.

I have no experience in creating my own business, but don’t go to a fortuneteller here:
- Hiring a team of developers (ux, designers, layout designers, progers) to create your own cms, which will cover the entire functional part.
- Hiring journalists, editor-in-chief with training them in your system.
- Half a year or a year and from 2 million rubles - to infinity for development.
- The same amount for advertising and forward.
