I would start by studying the existing options (and there are not one or two, but at least a dozen), identifying their problem areas - with the goal of not stepping on someone else's rake in my version.
And yes, taking on Cortex-a7 right away is a bold move. It would be better to start with something simpler and lower frequency - with AVR, PIC16 or STM8.
