This (for me) happened when the link went to another infoblock and the manager did not have access to that infoblock.
In your situation, the infoblock is the same, so the question arises - is it explicitly specified in the settings of the "Link to sections" property in the infoblock settings?
If it is not specified explicitly, a list is built for all infoblocks, and if an inaccessible infoblock falls into this list...

Then either use the standard multi-binding, or your custom organize property, or a regular text field with multi-values (but then the manager will not be able to choose).
Your custom property is best.
The topic is unclear at first glance, but if you look at it, there is real power behind it.
And it is implemented relatively quickly. At the very least, you need to create your own type of property, build a list of infoblock sections in it with the possibility of multi-selection (this is if you don’t bother with the “...” button and the interface for selecting a section from the table).
