Where to read the rules of the hub "I'm PR"?

I thought to write to "I'm PR", but I had organizational doubts:

  • is it possible to write about a project in which I have been participating for a considerable time, but still not from the very beginning - i.e. I am not its main author?
  • if you specify the hub "I'm promoting", you can't specify others, for example "programming" - or what?

In general, it would be great to find the rules of this hub, read ...

You can read, for example, here . In short, this hub belongs to the category of offtopic hubs, which are like a suitcase without a handle - it’s hard to carry, but it’s a pity to throw it away. They keep on the verge of the site’s subject matter, so high karma is needed to publish in such hubs (≥5, and in “I’m promoting” it’s even ≥20).
Publications from these hubs do everything not to "depart from the topic":
- Do not participate in the Author Reward Program;
- Not indexed in search engines;
- Not broadcast on social networks;
- Do not fall into the "Best" section;
— Do not contribute to the rating;
They don't bring invitations.

Good question.
Once I translated my native Coffeescript manual and, of course, decided to post the news on Habr. Why they moved it to "I'm PR" - I still don't understand.
