Where to read about the kitchen for issuing ip-addresses?

I'm trying to understand how ip.v4 addresses are distributed, while it's completely incomprehensible.

I see that there are offices that help to become LIR, but for a lot of money.
I am a member of several groups in telegrams, where they buy / sell / rent addresses in blocks, so the terminology does not make the questions less.
There was one article on Habré, but it was very short, there were almost no answers in it, and I lost it too.

There is IANA that distributes blocks for LIRs
. There are LIRs that sell and rent blocks to smaller users (small providers and just those who want PI
). Here, offices that have two or more channels and they want PI - they have to take block / 24 - will not give less.
There are clients who use provider IP (PA)
For the most part, all this garbage is not interesting :)
