Where to raise Asterisk? server geography, tech. characteristics

Where to raise Asterisk?
Calls within Russia.

If VDS is in Europe (Holland, Germany), will this affect the quality of communication? Ping is slightly higher than Russian DCs.

20-50 calls a day, any VDS can do it, right?
Some kind of leaseweb 1 Core, 512 RAM.

Any advice on technical implementation?

Sometimes ping is very critical for an asterisk. From personal experience - it does not work very well in virtualbox / xen, with a large ping - communication problems are guaranteed.
Therefore, I installed it on a site equidistant from clients (by ping) with backup power and a channel.
Although, perhaps Hetzner will work fine. Check. And the recommended pings, in my opinion, are in the documentation.

1. Asterisk should be located as close as possible to the operator providing the IP trunk. It’s purple for users at a distance, but not for trunks, with a ping of 105-120 ms, the quality is much worse than with 35-50 ms. hence the conclusion - ping to the operator no more than 70 ms
2. The virtual machine must have guaranteed resources, without any drawdowns. Overresseling on xen by. On the other hand, the CPU 750, 1GB RAM can easily handle 16 trunks and 60 users (with call recording disabled, the same number is needed for recording).

Why use VDS? Put on the basis of intel D510 in the office or at home.
