Where to put DFS namespace?

There is a set of servers:

• DC1 (windows 2012)
  
• DC2 (windows 2012)
  
• FS1 (windows 2008 r2)
  
• FS2 (windows 2008 r2)
  

I want to put DFS. There will be replication between FS1 and FS2. Where to put DFS namespace?
And another question. Let's say I put dfs namespace on DC1. Everything is working. Will access work when DC1 is rebooted? If not, how to get around it? can put dfs namespace on DC2?

Delivered DFS namespace on DC1 and DC2. Merged them ("Add Namespace Server..."). When one of the DCs is rebooted, the namespace is accessed.
