Where to publish an IT article in English?

The code can be posted on gihub, the question can be asked on SO, but where is it better to publish an IT article in English so that you can immediately get feedback from the community? (English analogue of habr)

Depends on the article. There are a lot of things on the hub.

IBM Developer Works if it turns out to adjust the theme to Enterprise.
