Where to promote web projects for a global audience?

Interested in resources where there is something similar to the blog "I'm PR" on Habré, only in English, with a global audience, or some popular author's blogs. Moreover, it is necessary that they are loyal to small projects, because giants like TechCrunch or Mashable will not write about smaller and still unknown projects.

PS If there is any positive PR experience, I will definitely tell you about it on Habré.

I don't know the specifics of your project - it's still important. But I can recommend 2 mega resources: hubpages and squidoo .
Hubpages is an online community with over 12 million monthly visits. Squidoo - resource attendance is lower (about 9 million uniques). Both resources allow you to create unique pages on any topic + earn money on content and advertising. Of course, the main condition for successful promotion is unique and interesting content. Actually, just like on Habré :)
Another interesting resource is pitchengine for creating modern social media press releases.
Try writing to CMSWiRE again - they are very good at new projects.
By the way, if the project is very interesting, then it is quite possible to write in mashable and techcrunch :) For example, the guys from rule.fm managed to attract attention, even though their service was under development - http://techcrunch. com/2010/08/01/how-to-get-our-attention-a-case-study/
