Where to open a design competition?

Hey!
There is a task to develop an application design concept (an intermediary site with social elements), draw several pages using high-precision prototypes (Figma), draw whales (buttons, avatars, forms). Budget $1000-2000.
There are a lot of sites conducting design contests and freelance resources and specialized ones, all differ in the number of designers (someone has 5,000, some have 300,000). The results of the competitive works are also different, some do not show them at all, someone has frankly weak works in the results of the competitions.
Question:
- What is the "best" platform for dis-contests?
- Where are the guys who are trending on Dribbble sitting?
- Based on the task, is it possible to count on a solid result with a budget of $1000-2000?

Practice shows that a "high-precision" design, with excellent quality, can only be ordered by a specialist who will study the market, competitors, create characters, think over scenarios, draw a prototype and make a design - a person who will take part in the competition will most likely draw just a beautiful and an inconvenient cover, because, as a rule, no one spends a lot of time on contests.
If you want a cool designer, go to Behance or Dribble, see who makes really cool apps and write to him, make him an order for $1000, he will make you a very cool app, and you won't waste your money.
And yes... the cool guys from Behance and Dribble do not participate in contests, they have enough work without it, most likely those who do not have jobs and want to prove themselves will participate in the contest - that is, beginners.
