Where to look for young front-end JavaScript developers in St. Petersburg?

   The firm I work for decided to hire another front-end developer. The full-time personnel officer, due to objective reasons, did not cope with the task and I was called upon to assist him in the search for candidates.
   The first thing that came to my mind was to use sites like hh.ru or job.ru, but for employers all services are paid, but this does not suit me at all.
   Searching by resume is complicated by the fact that young professionals (graduates of universities and final-year students) rarely register in such services.
   I tried to place targeted ads on VKontakte, but their effectiveness was extremely low.

There are not so many universities in St. Petersburg that teach programmers in any way.
St. Petersburg State University, Electrotechnical Institute, LITMO, Polytechnic University, SUAI, I almost forgot avalon.ru (they can post an ad on the forum) maybe I missed someone else.
Personally, my opinion is that you need to find VKontakte groups organized by students of these universities and send an ad there.
In addition, if the name of the university and the approximate age of the applicant are known, then you can complete a request on Vkontakte after receiving a couple of thousand questionnaires, and entrust their screening and screening to HR.

Where do you get these thoughts from? Although, by the way, among my classmates (6 people) I am the only one who is actively represented on such services.
