And by "friends" I mean not just a circle of interests, but friends. That is, these are people who are initially ready to be friends, and not just do a joint business. This shared experience of ups and downs is what will probably make the development of the game (s) a life's work. These are people from whom you can learn something, teach, help and receive help, compete in something. These are meetings and discussions of successes and plans for the next week.

In order to connect to the project, skills are usually also needed.
And if in fact, then go to all sorts of game dev meetups, or meetups on your technology stack that you own (do you own something?). There you will find people with whom you can possibly create something.
You can also start your own project. Put together a small demo, put it on a couple of sites or in a couple of groups, people will catch up. And there you will already find partners that you like.
