Where to look for an interface specialist for a web service?

A service design is being developed, I would like to get some advice / recommendations from professionals in the field of interface design, where should I look for such people? Maybe there are familiar, proven people? Please advise.

As a person who is engaged in design, I can say that you will not find anyone on the freelance exchange. Such specialists are born at the intersection of specialties .
My experience is that you need to test your ideas in discussion with a specialist in a related specialty (or several specialists from different fields). In the process of proving the validity of their theory, errors are identified and a solution is immediately found. This is the case when you need to work in a team.
Again, my experience is that front-end and art designers are at the core of design. And I was sure that those who are unfamiliar with art design or front-end development are unlikely to make a competent project in several contexts (desktop in different resolutions, mobile version in different variations, infokiosks).

There are very few of them, usually everyone wants a designer + designer + layout designer in one bottle to save money. That, however, does not negate the price of a good designer.
