Where to look for a theme activation problem?

Recently, I accidentally looked at the theme management tab and found that the theme that is active is not listed, that it is Active. You can press Activate it any number of times, but there is no effect from this.
Everything works, there are no changes anywhere.
What could be the problem? Where to look for this bug?
