Where to go to study on a budget basis for a novice programmer?

Where should a beginner programmer go to study on a budgetary basis? The USE results are not particularly impressive - 186 points. Preferably a strong university is needed. university. Perhaps it is worth enrolling in a non-IT faculty at a strong university that cooperates with IT. PS Please do not delete the question, I really need help, I'm at a loss. A strong university and 186 points do not really fit together.
According to the translation: everything will depend on how much the program coincides. An acquaintance moved from Vladivostok to St. Petersburg (Bonch) for a year younger.
My advice to you: go to a simple college where you don't have to work hard, and take the time to self-study.

I can advise you to take a closer look at the paid tuition option.
In many large universities, there is a mechanism for transferring smart students from a paid form of education to a budget one. Usually for this you need to close two sessions in a row on "excellent" (sometimes the conditions are a little softer).
At one time I took advantage of this opportunity at MSTU. Bauman and studied on a budget from the second year. (Scores for the exam were below 200)
