Where to go and how to look for ends?

Today I ran into a problem. Made a purchase on eBay. A Qiwi card is attached to the stick. After I clicked to pay, the money was successfully debited from the card, but they did not reach PayPal. Then there was a letter from ebay that there were problems with the payment and asked to try again. But since the money has already been debited, the option didn’t work, they say you don’t have enough money. I called Qiwi, they said that it’s okay for a transaction to go up to 10 days, but something tells me this is a formal answer. If anyone else has experienced something similar, how did you do it? Where to write? If it’s a stick, then I can’t formally open a dispute, because transaction from their side is not visible. In Qiwi, their transaction went through. In general, tell me, this is the first time I encounter this.

Normal electronic payment systems are designed in such a way that money cannot go "nowhere". In any case, they will either reach the recipient, or return to you if they were not accepted on his side due to errors there. Did the Qiwi money disappear altogether or is it in the HOLD status? If the recipient does not receive the money for some technical reason, they really should be returned to you (but since this is a bank card, this may take a week or more). If after 10 days nothing clears up, you should communicate with kiwi. If nothing really came into the stick, then there is no point in creating a dispute there, they have nothing to do with it.

Yes, the money most likely just got cold. And this is muddied not so much by Qiwi as by Visa. The maximum period through which to return the money is 30 days.
