Where to get higher education in absentia?

More specifically: the first higher education, in absentia (mandatory, I work), the university must be in St. Petersburg \ Moscow, the most useful (in terms of applicability of knowledge) specialty for working in data science is desirable.
It is clear that DS is a rather narrow specialization and, as a rule, it is already studied in a master's program, but in general, I want something as close as possible.
Purpose: knowledge and a diploma (not to miss a good vacancy due to his absence, the opportunity to move to work abroad).

Of the options, there is a bachelor's degree from the Polytechnic University: "Information Systems and Technologies" or "Applied Informatics in the Field of Information Resources", there is no correspondence course at ITMO, it seems to be the same at Baumanka (although I saw positive reviews, apparently, they have already closed).

There are 2 options: buy a diploma right away or buy in parts with contributions every six months. Better, of course, the first option, because. much cheaper. If suddenly you know something, you can try to save money by partially passing exams for 3 (usually it’s enough just to retell a couple of pages of the textbook) or even write a diploma on your own (it depends on the commission, they accept them without looking at them, from strangers they can fill up).
As for points and zaochki: there is absolutely no difference up to the cost of exams. It is not at all necessary to go to a point (including at ITMO), many universities provide for "delivery of debts" during the session. In addition, you will receive many benefits. However, principled teachers may come across who will make you spend as much as 2 weeks reading a textbook. Obviously, knowledge can only be obtained on a point and only with a probability of 40%, because. most professors don't give a damn about students (they get paid to verbatim/read aloud textbooks and publish articles).
Where to buy? The easiest way is to enter some bottom university, where your direction will be secondary. From the pros: no one cares what you do, it is easy to buy a diploma, it is possible to receive a large sports scholarship (up to 40k per month). Of the minuses: you will not learn anything, and your direction can be closed or repurposed altogether. In "good" universities a la ITMO, in principle, all processes are built with the aim of making money, so they officially organize paid exams for you there. The main thing in such universities is to immediately calculate which departments are needed for show-offs and reports, and which ones are for cutting the state budget (you are here).
Well, and most importantly: a diploma is associated with work a little less than nothing, and knowledge with a university is even less.
