Where to get a second higher education in IT?

Having received a liberal arts education, by the will of fate, she began working at the It company as a tester.
Everything suits me, except for the lack of structured knowledge in my head. It seems that my colleagues will tell me and google it myself, but there is no structure ... In 5 years I want to leave for Germany, having received a work visa. A work visa requires a diploma in the specialty, so you need to get it and no courses, experience, knowledge, etc. will help you with this. I myself am from St. Petersburg
Attention to the question: where to get a diploma (ideally, also knowledge)
Basic conditions:

- not for 100 million
- not for 5 years
