Where to find php.ini?
On a computer with Windows 7 is Open Server, there is a site with the latest version of Joomla. It was necessary to make adjustments to php.ini. Two ways (in the Joomla admin panel and creating a phpinfo file) showed the path to the file: Configuration File (php.ini) Path: T:\Windows
I climb there, I don’t see the file there? I opened all the hidden files and folders on my computer - I still don’t see anything, even nothing similar. What do I miss? :)

\OpenServer\userdata\config
but it's better to go from here to be sure that you are editing it:
Look at the errors in the browser inspector, it will become clearer
