Where to find an artist?

It is necessary to draw a couple of dozen characters according to the description in the style of a cartoon. I think only one artist will not pull all the characters, so several are required.
I tried to search through Google, but I only come across hyped "cool" who demand $50, while having half of the gray art in their galleries.
We are counting on $20 for one art, because we need the “detailing” of the art exactly as an animated one, and it seems to me that it takes less time to draw than realistic ones. But where can you find non-star artists?
Of course, we understand that this is hard creative work, but the budget is small.
