Where to find a good contact manager/address book?

Friends, please help with the search for a contact manager / address book for windows. They are only interested in standalone applications, without saas and clouds.
Desired chips in order of importance:
1) Search among contacts should be instant as you type in the search bar or at least by pressing one button. The search string, respectively, should be immediately present in the program interface on the main screen.
2) By default, the search should be performed on the entire contents of the contact card (soap, phone, notes, etc.), and not just on the name.
3) The ability to quickly add a new contact directly from the search bar.

4) Ability to enable a view with photos / avatars of contacts.
5) Ability to set tags and have access to the list of tags on the main screen.

How about the web version of https://contacts.google.com? Most chips are supported.
