Where to find 3d graphics programmers? I mean those who write shaders, mb is engaged in vfx, something like that.
VK publics, forums or something else. Where to find them?)

you must first find where the desired subjects have a hangout).
the plan is like this:

1. Accurately define the technology stack.
   
2. Understand what software uses it. Not so that "it is necessary to write shaders". They are now rarely written in conditionally vacuum. Specific software - Autodesk Maya, Houdini, Unity, etc.
   
3. Looking for places to "hang out" (forums at the software developer) other habitats. just all sorts of specials. resources.
   

ps or just post a vacancy on a decent international freelance exchange.
