Where to enter in Moscow to get a technical education, a second higher education, in absentia or full-time?

I have a Bachelor's degree in Humanities. From time to time, when looking for work, there were difficulties with admission to IT precisely because of the lack of technical education, in some places they even refused. Now there is a desire to get a second higher education, but I don’t know where to go to study and full-time or part-time? The selection criteria are as follows:
- I would like to apply the acquired knowledge in practice, but I work in technical support.
- Either apply the acquired knowledge in a hobby, and this is programming and radio electronics.
- The schedule will soon be 2/2 with night shifts, i.е. theoretically, per week, taking into account sleep days, I will have from 3 to 4 weekdays free from work, which makes it possible to study full-time, albeit with absenteeism.
- I have a desire to study, and not just "go to couples."
- At work, my desire is supported and it is possible that when I receive a master's degree, I will even be able to get study holidays, since I will receive the title of master for the first time, according to the law, they can give me a vacation.
Of all the criteria described above, I will choose a university in this way: 1. If most of the criteria are covered, then enter a good institution and study, I am ready to spend well. 2. If this is not feasible, then go somewhere with a minimum investment of time and money, just to get a technical diploma.

If possible, then of course in person, especially if you plan to study. In extreme cases, you can always transfer to a correspondence course, if this is the case.
Institutes usually do not give anything modern, but if you study well there, then they explain exactly the mathematical part, having which it will be easy to master everything new.
Just approach the choice of an institute thoroughly, check whether it has accreditation in other countries, for example, for Germany, you can check here . Also choose a specialty so that it can be transformed in the West into the area you need. Well, i.e. "software development" will be "Computer Science", but what "Economic Cybernetics" will become is another question :)

If they ask you for a tower in it, run from there.

If you plan to work in government offices or some nuclear power projects, then a tower is required.
If in commercial IT companies, then it’s easier here, but sometimes get ready for refusals from not very smart HR.
If you have money and time, then why not get it in absentia.

The tower does not prepare technical support. Average tech support is low-skilled work.
Radio electronics will be closer, programming, which is given in universities, is easier to master on your own.

Study is not time, study is effort. If you think that your desire is strong enough, go to school and gnaw on the granite of science. In parallel with the study, ask what is interesting at the department from projects close to IT / electronics.
They go to a hospital when they are not yet working and are not going to work at least in the 1-2 year, when they do not know how to study on their own (and the school usually does not teach this). Well, when the institution is too prestigious, and the faculty is too complicated. There are practically no such people in the CIS.
