Do not assume that children are dumber than adults. Often they are even smarter, they just do not have enough experience. Give him a normal IDE - there will be motivation - he will figure it out. Help a little. But you don’t need to look for some kind of simplified, and not convenient IDE - it’s better to grow like a Zuckerberg.

Everything is standard, what does age have to do with it?
Android Studio or Intellij Idea (Android Studio is based on Intellij idea and this and that is good, but new goodies for ui appear faster in Android Studio)
Knows Pascal, it’s already easier, let him teach the basics of java and go ahead)
