Where to download Tor?

I wanted to install Tor, ping gives this, while you can go to other sites without problems.
What's the matter? Where can I download Tor or are there other analogues,

Perhaps the ISP was stubborn and blocked access. Access through a VPN or something like an online proxy (for example, https://www.vpnbook.com/webproxy if it's not closed). All loopholes could hardly be blocked.
