What is the service for bookmarks "by interests"?

I, like many of you, find a lot of useful information on the Internet.
There is a lot of information on the frontend topic now, but it has to be found in scattered places, I'm sure the same is the case with many other topics.
Some things I bookmark, others I mark with an asterisk in my pocket.
I always thought that there are a lot of social bookmarking services, but when I wanted to use it, I did not find a single suitable one!
What you need from the service:
- Selected bookmarks of users by tags.
- Top content
- Ability to follow group/person/tag bookmarks
I've looked at three popular services:
- Reddit
- diigo
- Delicious
But at the request of #frontend - none of them produced a sane result. I did not find any treasury of selected knowledge.
The problem is that there is a lot of information, useful information - 5%
Many articles are a retelling of other articles, while others are not relevant and not interesting to me. It is very easy to start drowning in such a sea of ​​information, and in order to stay afloat, you need to cooperate.
